Dragon leads his organization in a decentralized manner, with cells spread across the world. He oversees his main lieutenants such as Sabo, Ivankov, and Bartholomew Kuma.
Although his true combat power has never been shown, Dragon seems to possess extraordinary weather-related powers. He can raise storms and control wind and lightning, suggesting a devastating force.
Sabo: The Flame Emperor
Sabo is the right-hand man of Monkey D. Dragon within the Revolutionary Army. He was the heir of a noble family before renouncing his title. He is the adoptive brother of Luffy and Portgas D. Ace. After surviving an attack from the Celestial Dragons, he was rescued by the revolutionaries.
Sabo is a user of the Flame-Flame Fruit, a very powerful Logia-type Devil Fruit. He combines this ability with his Armament Haki and Conqueror's Haki, making him a formidable fighter.

Emporio Ivankov: The Miracle Worker
Ivankov is the powerful commander of the Kamabakka Kingdom's Army G. A user of the Horu Horu no Mi, a Devil Fruit that allows her to control hormones and gender, she is a formidable fighter.
Belo Betty: The Rebel Leader

Gambo
Gambo is the vice-commander of the Southern Troop and Lindbergh's right-hand man. He stands out with his stocky build, large mustache, and passion for gambling.
Ushiano
Ushiano is a cow Mink, vice-commander of the Western Troop, and assistant to Morley. He plays a key role in the Reverie Arc and the Egg Head Arc.

Koala
Koala, a former slave saved by the revolutionaries, is a martial arts expert. She plays a key role in the Revolutionary Army, especially during the Dressrosa liberation operation.
Bartholomew Kuma
Former Warlord of the Sea, Kuma was actually a double agent for the Revolutionary Army. He possesses the Nikyu Nikyu no Mi, which allows him to repel anything he touches.

Hack is an officer who saved Koala and trained her in martial arts.
Terry Gilteo
The Revolutionary Army's intelligence officer, he collects and analyzes crucial information for Dragon.
Bunny Joe

Nico Robin
